In early November, the Guangdong Provincial Department of Industry and Information Technology launched the application process for the 2027 Specialized, Refined, Distinctive and Innovative "Little Giant" enterprise award and subsidy funds (Yue Gong Xin Rong Zi Han [2026] No. 88). The target is the eighth batch of "Little Giants" newly recognized by the Ministry of Industry and Information Technology in 2026, with a one-time award of RMB 1 million per enterprise. Online applications close at 24:00 on November 15.
For enterprises that have already obtained recognition, this article explains how the money should be spent; if your enterprise has not yet been recognized, don't scroll away either — the official guidance on how the funds may be used is a useful reference for planning your investment direction for next year.
First understand the rules, then talk about spending
The document lists four categories of permitted uses for the award and subsidy funds: innovation and R&D investment, industrialization and application of technological achievements, digital, networked and intelligent transformation, and listing and financing.
Note that this is a "menu-style" list — it does not dictate that you must spend the money on any one particular item. But there are two hard constraints to remember: first, separate account accounting — this RMB 1 million must be booked separately, with complete invoices and receipts, and "white slips" (informal receipts) are strictly prohibited for booking; second, it must not be used for day-to-day operations — salaries, rent, utilities and hospitality expenses are all off-limits, and it cannot be used for investments or wealth management products.
In other words: this is money that must be spent on "capability building," and every expenditure must be able to withstand an audit.
Why digital transformation deserves a place in your priorities
Among the four categories of use, R&D and industrialization are the core duties of a "Little Giant," and most enterprises would spend money on them anyway. But digital transformation is the item many enterprises hesitate over — they always feel there is no rush and that they should finish R&D first.
In our years of doing Odoo implementations, we have seen a common situation among too many specialized, refined, distinctive and innovative enterprises: top of the class in technology, middling in management. R&D investment increases year after year, yet data on orders, production, inventory and finance is still scattered across Excel files in different departments. The result: R&D capability goes up, but delivery capability cannot keep up, customer experience drags, and things fall into chaos as soon as scale expands.
Digital transformation solves exactly this problem. Moreover, from the perspective of a Little Giant's long-term development, there are several practical benefits:
First, when bidding for major customers and government projects, digital maturity is increasingly written into qualification requirements; second, when preparing for financing and listing, the degree of standardization in finance and business operations is a must-check item in due diligence, and digital transformation lays that foundation along the way; third, under Guangzhou's pilot policy, after transformation, enterprises that pass the digital maturity assessment can also apply for additional transformation subsidies — the RMB 1 million is well spent, and further policy funding can follow.
How to spend the RMB 1 million more sensibly
Here is a reference framework — though of course every enterprise's situation is different:
Roughly half goes into core business systems, connecting the main thread of orders, production, inventory and finance — this is the main scoring item in the digital maturity assessment. About 30% goes into the data foundation — master data governance, process standardization, and bringing scattered Excel files into the system. This part is not flashy, but it determines whether the first half of the money can deliver results. The remainder is left for operational implementation: training, data migration and go-live support.
One common misconception to flag here: do not sink the entire RMB 1 million into software licenses. Software is only a tool; 70% of the implementation outcome depends on implementation services and internal management coordination. Buying the most expensive system and pairing it with the weakest implementation is the number one recipe for a failed digital project.
Don't forget the timeline
The application deadline is November 15, via the Digital Industry and Information Technology platform online. Use of the funds after they arrive is also subject to separate-account and audit requirements, so plan your accounting subjects and invoice processes before spending — don't end up with expenditures that don't match the required categories.
If your enterprise has just received recognition and is working out how to use this RMB 1 million, feel free to get in touch. When money is spent in the right direction, it unlocks management dividends for the next three years.
