Understand Shenzhen's 'intelligent and digital transformation' benchmark reward in one article: 3 million yuan, no application required, and collecting the money is easier than applying

Most policy applications follow this style: write materials, hire an auditor, attach invoices, and queue up for review. The reward for Shenzhen's recently released "Intelligent Transformation and Digital Upgrade" application demonstration benchmark project is completely different in style—enjoy without application.

No project application form, no audit report, and no invoice are required. Enterprises only need to complete a Confirmation Form for Receiving Subsidies Without Application online, print it, sign it, stamp it, upload it, and then wait for the funds to arrive. The number of on-site visits is zero.

Who is eligible, and how much

Two types of enterprises, choose one:

Enterprises recognized as "Digital Navigator" enterprises by the Ministry of Industry and Information Technology receive a one-time reward of up to 3 million yuan; those selected for the Ministry of Industry and Information Technology's 5G factory pilot demonstrations receive a one-time reward of up to 1 million yuan.

The prerequisite is "newly selected and recognized"—that is, your company has just been included in the latest list by the Ministry of Industry and Information Technology. Existing enterprises already on the list, as long as they meet the conditions, can also confirm their application through this channel.

The confirmation window is from October 30 to November 13, 2026, 18:00. Fill it out online at the Guangdong Government Services Network. If you miss this round, you will have to wait for the next batch.

The underlying meaning behind "enjoy without application"

The form of this policy itself is more worth pondering than the amount.

What does "benefit without application" mean? It means the Shenzhen Municipal Bureau of Industry and Information Technology already has a complete list in hand — the Ministry of Industry and Information Technology's recognition results for each batch of "Digital Navigator" and 5G factories are all public, and the government disburses funds directly based on the list, without requiring enterprises to prove themselves. The application process has been simplified from "competitive review" to "identity confirmation."

This sends a signal: the digital benchmarks officially recognized carry solid value. For enterprises, the path to pursuing this kind of national-level recognition is "invest first, get returns later," but the certainty of returns is far higher than that of ordinary subsidies—once you are on the list, the money is basically yours.

What 5G factories test is the implementation of 5G technology in production links: equipment networking, data collection, remote operation and maintenance, and so on. The threshold for "Digital Navigator" is higher: it tests the level of digital transformation across the entire process—from R&D and production to supply chain and services—and the degree of system coverage and data connectivity are both within the evaluation scope.

Implications for the vast majority of enterprises

In Shenzhen, the companies that can claim these 3 million and 1 million are only a few dozen a year. For most small and medium-sized enterprises, the right way to read this news is not to regret not being on the list, but to treat it as a roadmap.

How did the list come about? It still comes down to those basic steps: putting business processes online, connecting data between systems, and making production stages collectable and traceable. Applying today for the ERP project under Guangzhou's digital transformation subsidy, and doing data element governance tomorrow—all of this is about accumulating qualifications for these certifications.

By the way, a quick reminder about a related policy in Shenzhen: applications for the 2026 AI corpus vouchers close on November 10; there is a 30% subsidy for purchasing corpus, up to 2 million, and we will elaborate in the next article.

Shenzhen enterprises already on the selected list should submit their confirmation letters this week; enterprises still working toward it can use the recognition criteria as an acceptance checklist for digital construction—no step will be wasted.
