A One-Article Guide to Guangdong’s Electronic Information Manufacturing “15th Five-Year Plan”: From 5.75 Trillion to 10 Trillion, Digital-Intelligent Transformation Is a Must-Answer Question

When discussing Guangdong's industries, the electronic information manufacturing industry is the giant that cannot be avoided: in 2025, its operating revenue was 5.75 trillion yuan, accounting for 33.1% of the same industry nationwide, and its industrial scale has ranked first in the country for 35 consecutive years.

Recently, the Provincial Department of Industry and Information Technology set a five-year goal for this industry—the "Guangdong Province Electronic Information Manufacturing High-Quality Development '15th Five-Year Plan,'" issued as Yue Gongxin Dianzi Han [2026] No. 72. The core figures are straightforward: by 2030, the province's above-scale electronic information manufacturing industry revenue will exceed RMB 10 trillion, and R&D investment intensity will reach 4.0%.

From 5.75 trillion to 10 trillion, an increase of more than 70% in five years. Where will the growth come from? There are two paths in the plan, and both are directly related to enterprise digitalization.

"Deepening AI empowerment" is one of seven tasks

The plan has seven main tasks: optimizing the spatial layout of industries, consolidating complete-machine manufacturing and industrial chain supporting capabilities, deepening AI empowerment, advancing breakthroughs in key core technologies, strengthening tiered cultivation of enterprises, building globally renowned terminal brands, and improving the industrial development ecosystem.

The original wording of the third item is: closely follow the main line of AI empowering the development of the electronic information manufacturing industry, advance the all-domain, all-time, and all-industry application of AI, and accelerate the digital and intelligent transformation of the entire chain of R&D, production, management, and services.

This statement is worth breaking down. The four links in the full chain correspond to four systems in an enterprise:

R&D phase—project management and R&D data, drawings, BOMs, and change records: should they be centrally managed; production phase—work orders, processes, and quality traceability, and the connection between MES and ERP; management phase—online operations for purchasing, sales, and inventory, finance, and supply chain; service phase—after-sales work orders, equipment maintenance, and customer service records.

Many electronic information enterprises have invested in the first two stages, but the latter two stages still rely on Excel plus passing documents around in WeChat groups. And "full chain" means exactly this: a weak link will hold back the digital-intelligence score of the entire chain—if data breaks at a certain link, AI cannot be used at that link.

Changes in the Industrial Landscape Under the 10 Trillion Target

There are also two items in the plan related to companies choosing their tracks.

First, spatial layout: Guangzhou and Shenzhen take the lead in scientific and technological innovation, with coordination among the east and west banks of the Pearl River Estuary, the coastal economic belt, and the northern ecological development area. For enterprises with supporting factories in Dongguan, Huizhou, and Zhongshan, industrial coordination in these areas will be further strengthened under the planning framework.

Second, tiered enterprise cultivation: support ecosystem-leading "lead goose" enterprises to grow bigger and stronger, while cultivating a matrix of industrial chain enterprises. The supporting SMEs around large complete-machine manufacturers will next be driven by the digitalization requirements of chain-leader enterprises—when big manufacturers pursue supply chain collaboration, a Supplier that does not come online cannot take orders, and this is already the norm in the electronics industry.

Three Action Recommendations for Small and Medium-Sized Enterprises in the Electronic Information Sector

First, treat “full-chain digital and intelligent transformation” as a self-check checklist: for the four links of R&D, production, management, and service, ask one question for each—whether the data is online and whether the systems are connected.

Second, pay attention to the supporting provincial funding windows. Electronic information is the industrial direction with the highest funding investment density in Guangdong; there are corresponding budget items for various special programs such as technological transformation, AI research breakthroughs, and digital transformation. In the industry list just named in Document No. 68, "electronic information" ranks second.

Third, the recommended entry sequence for AI applications is to start from both ends—production and after-sales: the two scenarios of quality inspection and after-sales have relatively structured data and yield quick results, making it easier to achieve outcomes than starting with large models right away.

In the next five years for the province that has ranked first for 35 years, what is contested is no longer scale, but the quality of digital-intelligent transformation of every enterprise on the chain.
