A quick guide to the November South China digitalization application windows: six deadlines—don't let them collide in the same month

In my years working in enterprise services, I've found a pattern: companies miss out on applications, rarely because they don't meet the requirements, but mostly because they don't know about them.

It's not that they don't know there is a policy; it's that they don't know which day the deadline is.

That’s how it is in South China in November. Policy documents were issued one after another in September and October, and November is the time for concentrated harvesting. I went through all these windows I have on hand: six deadlines, and in the densest spot, four collide within five days.

First, lay out the calendar

November 10, 18:00|Shenzhen AI Corpus Voucher

Shenzhen Municipal Government Services and Data Bureau. Purchasing corpora: purchase non-related-party corpora through a data exchange, with funding of no more than 30% of the total procurement cost, up to RMB 2 million. Open corpora: open compliant corpora through the municipal public data open platform, with a maximum reward of RMB 1 million.

November 11 | 2027 Provincial Artificial Intelligence Technology Breakthrough Project Repository Entry (Some Cities)

Guangdong Industry and Information Technology Digital Industry Letter [2026] No. 68. Focus on supporting AI generic technology breakthroughs, as well as AI scenario application breakthroughs in industries such as software and information, electronic information, machinery, textiles, shipbuilding, home appliances, metallurgy, medical devices, ceramics, toys, luggage and bags.

November 13 | The same project, other cities

This is the easiest pitfall to fall into this year, and I will discuss it separately below.

November 13, 18:00 | Confirmation of Shenzhen’s “Intelligent Transformation and Digital Transformation” Application Demonstration Benchmark

Shenzhen Municipal Bureau of Industry and Information Technology. For enterprises recognized by the Ministry of Industry and Information Technology as “Digital Navigator” enterprises, a one-time reward of up to RMB 3 million; for 5G factory pilot demonstrations, up to RMB 1 million. Benefits are granted without application—just fill in the confirmation form online; no project application form, audit report, or invoice is required.

November 15|2027 Specialized, Refined, Distinctive, and Innovative “Little Giant” Awards and Subsidies

Guangdong Industry and Information Technology Financing Letter [2026] No. 88. 1 million per enterprise.

November 19 | Third Batch of Manufacturing Empowerment Resource Selection

Guangdong Provincial Department of Industry and Information Technology Digital Industry Letter [2026] No. 67. This is not for manufacturing enterprises, but for service providers—only after being included in the database can they undertake matchmaking on the "Yue Zhi Fu" platform, and it is also a prerequisite for demand-side parties to apply for subsidies.

December 31 | Guangzhou SME Digital Transformation City Pilot Concludes

It spans multiple months, but November is key: the evaluation and special audit are required to be completed by November 15; the notice for project inclusion application will be issued in November; on-site acceptance will be spot-checked at a proportion of no less than 30%.

By the way, the China 5G+ Industrial Internet Conference will be held in Wuhan from November 18 to 20, and at the conference the second batch of national pilot cities for integrated applications of “5G+ Industrial Internet” will be launched. If any city in Guangdong is selected, there will be an additional batch of supporting projects next year, which is worth keeping an eye on.

The first pitfall: the provincial document's date is not your date

For the inclusion of AI technology breakthrough projects in the project pool, the provincial notice was issued to prefecture-level cities. If an enterprise wants to apply, it must first apply to the municipal Industry and Information Technology Bureau; the municipality reviews it and issues a recommendation opinion, and then it is submitted to the province in a unified manner. In principle, projects without a municipal recommendation will not be included in the scope of provincial special fund support.

The problem is that each city gives enterprises a different amount of time.

The forwarded document from Qingyuan states that submissions are due before November 11 (Wednesday); Zhuhai's states before November 13; Zhuhai's Doumen District only forwarded it on November 5, but the deadline is still November 13.

For the same provincial-level project, two cities differ by two days.

Enterprises are in the habit of reading provincial documents or forwards from peers. Doing so this time will lead to trouble—if you prepare according to November 11, while in Zhuhai, there are actually still two days; if you prepare according to November 13, while in Qingyuan, it is already too late.

There is only one correct way: go to the official website of the municipal industry and information technology bureau in your city, find the forwarded notice, and look at that date. If you can't find it, call the contact number listed on the notice and ask. This step takes ten minutes and can save you from a wasted effort.

The second pitfall: warehousing does not equal getting paid

Among this batch of projects in November, apart from the Guangzhou pilot being a “final acceptance,” the rest are basically “entry into the project pool,” “selection,” and “confirmation.”

Being included in the project pool means that it has entered the project library and is eligible to participate in subsequent funding arrangements. It does not mean the funds have arrived, nor does it mean the amount has been confirmed.

Take AI technology breakthroughs as an example: the funding criteria are that the support ratio for a single project shall not exceed 20% of the approved expenditure (excluding tax), and the amount shall not exceed RMB 50 million.

The 20% ratio needs to be read twice. It means the enterprise provides 80% of the funds itself. For a project investing 25 million yuan, the maximum amount obtainable is 5 million yuan. If you build your budget around the “maximum 50 million yuan,” you’re heading in the wrong direction—50 million yuan corresponds to 250 million yuan in approved expenditure.

So before applying, do the math first: would this project have been done anyway? If it would have been done anyway, the 20% is free money; if it is being done only to get the subsidy, the input-output ratio needs to be recalculated.

The third pitfall: four launch windows in five days — the same team can't handle it

November 11, 13, and 15, plus November 10 — four deadlines are crammed together.

The application materials are not as simple as filling out a form. Business license, financial statements, audit reports, project contracts, invoices, payment vouchers, acceptance reports, third-party evaluation reports—each one requires someone to sign and stamp it.

Small and medium-sized enterprises usually don't have a dedicated role for filing applications; it's often handled by the finance person as a side duty, or the boss does it personally. When one person pushes four projects at once, the usual result is that all four are done sloppily.

My advice is plain but practical: set priorities now—focus on at most two main efforts, and drop the rest or wait for the next batch. Policy windows are always available, but a team's energy is limited.

Reusable materials and non-reusable materials

Make a list, save some effort.

Reusable: business license, legal representative's ID card, previous year's audit report, tax payment certificate, social insurance payment certificate, and enterprise credit report. These form the basic package; prepare them once and use them all year. Pay attention to expiration dates.

Partially reusable: project contracts and invoices. If the same project qualifies for two funding directions at the same time, pay attention to the "no duplicate support" constraint—the provincial empowerment reward funds explicitly state that the manufacturing and market sales fields are supported in a coordinated manner by technical transformation, digital transformation, and market development funds, and no duplicate support is allowed. If the same investment is reported in two places and identified through system comparison, both will be rejected together.

Not reusable: project implementation plan, budget application, and results statement. Each fund has different review dimensions: AI breakthroughs focus on technological advancement and the value of tackling key challenges, empowerment funds focus on implementation results and replicability, and Little Giant awards and subsidies focus on enterprise qualifications. If you submit the same set of materials under a different name, reviewers can tell at a glance.

A final word

Applying is essentially project management, not copywriting.

If you know the deadline two months in advance, you can prepare calmly; if you know two weeks in advance, you can only stay up late cobbling together materials. And reviewers can tell when materials are cobbled together.

Copy the calendar above into your schedule and set a reminder 30 days in advance. This time next year, you will thank your present self.
