A quick guide to Guangzhou's digital transformation pilot wrap-up timeline: acceptance season begins in November; what should enterprises watch closely?

The Guangzhou pilot for digital transformation of small and medium-sized enterprises ends this year; that is not news, but the October 15 notice from the Municipal Bureau of Industry and Information Technology on the final-stage work arrangements sets hard deadlines for every step, and it is worth going through point by point.

If you are a pilot enterprise that has already been filed and registered, please refer directly to the timetable below for your own project.

Go through the timeline in reverse, one by one

October 18 was the deadline for interested enterprises to be entered into the database and for project filing, and this deadline has already passed. For those returned for revision, October 25 and October 31 are the final deadlines for the first and second revisions, respectively; after that, the system will close the application channel.

The digital transformation project implementation must be completed by October 31. Note that it is "completed," not "started."

Before November 15, service institutions must complete the project's digitalization level assessment and special audit. In other words, the time left for enterprises to run systems and accumulate data is at most these two weeks.

In November, the Municipal Industry and Information Technology Bureau issued a notice on application for inclusion in the project pool, and pilot enterprises submitted their transformation project applications for inclusion in the project pool on the public service platform. After that, experts reviewed and verified the investment, and then on-site acceptance was carried out at a proportion of no less than 30%.

What does the on-site acceptance inspection check? The original notice stated three things: verify whether the renovation content is consistent with the contract, whether it is actually deployed, and the actual operation of the software system.

The four words "actually running it" carry more weight than one might imagine

In the previous rounds, we discussed three-way matching (contract, invoice, payment voucher); that was work on paper. This notice pushes the acceptance criteria one step further: the auditors will not only look at the documents, but the acceptance team will also need to check in the system.

Systems installed but nobody uses them, documents still processed offline, reports pieced together by exporting to Excel—projects like these cannot pass the “actual operation” criterion. Conversely, if your ERP and production systems are already running daily orders, month-end closing, and reconciliations, acceptance is instead an opportunity to turn the investment into value.

Three practical suggestions for companies still in the sprint period:

First, from now until the end of the month, generate real business data in the system. Sales orders, purchase orders, inbound and outbound warehouse transactions, and production work orders—whatever can be processed online should be processed online. That is exactly what acceptance will look at.

Second, the evaluation grade determines the subsidy tier: Level 2 is 600,000, Level 3 is 2 million, and Level 4 is 5 million. The evaluation must be done before November 15. If you are not confident about the system's coverage, quickly have your implementation partner go through the gaps against the evaluation indicators.

Third, the special audit is conducted in parallel, and the three lists must reconcile one-to-one. There must be no mismatch between the renovation content in the contract and the modules actually present in the system.

To be honest, enterprises that have not filed

The filing channel for October 18 has closed, and we can't catch this round of the pilot. But digitalization doesn't end just because one policy ends—Guangzhou has new enterprise support policies every year, and whether or not subsidies are available, putting business data online and standardizing processes are net benefits for the enterprise itself. First, put the systems you already have to use; when the next bus comes, you'll be applying with ready-made cases.

That's the schedule above. There are still a few days until the acceptance season begins—enough time for a serious self-check.
